Movie Description
"Scanners" have the incredible ability to read minds -- and to blow them up. The "New Order" of scanners follow a sadistic leader and a crooked police commander in an effort to dominate the world.
Synopsis
A telepathic breed of humans, known as scanners, are gradually hooked on a dangerous new drug by a devious police chief with political aspirations. The power-hungry chief plans to create a "new order" by turning the addicted scanners into powerful slaves under his wicked command. He is also in cahoots with a scientist interested in conducting mind control experiments on the gifted freaks. But when one of the scanners whom the doctor has been torturing turns into a homicidal maniac and escapes from the research institute, the stage is set for a lethal battle between scanners and the manipulative outsiders who have tried to harness their superhuman abilities for evil purposes. The fate of the world may lie in the hands of the victor.

According to the film's producer, two scenes featuring exploding heads were shortened for the US release so that "Scanners II" would receive an 'R' rating from the MPAA.
David Cronenberg, writer and director of the original "Scanners", had no involvement with this project.
