Synopsis
In a deserted area of a Cincinnati park, a college student has been hand-cuffed to the steering wheel of his car, doused with gasoline, and torched. Working from few clues, Police Specialist Sonora Blair determines that the perpetrator is a woman and that the student is not her first victim.
